Siblings Lily and Robert Brewster hardly have a penny to their names. At least they have a roof over their heads in the bleak Depression November of 1932—the sprawling mansion in Voorburg-on-Hudson, Grace and Favor, that once belonged to their late great-uncle Horatio. When a badly disguised stranger offers to pay generously to have a very secret meeting at Grace and Favor, Lily worries that Pretty Boy Floyd is rumored to be in the area, and it might be his gang. Or possibly a political conspiracy to aimed at sabotaging Governor Roosevelt’s election as President at the last moment.

When one of the guests is murdered in the bath, Chief Howard Walker has nowhere to house the suspects except at nearby Hospital for the Criminally Insane. He’s also overwhelmed by various crimes and misdemeanors. A local boy is kidnapped, a local teacher has gone missing under unusual circumstances. The residents of Grace and Favor are swarmed by the adherents of the dead man, and reporters who nearly burn down the gate house at Grace and Favor.

In the end it’s a sudden insight of Lily’s as she’s participating in a spontaneous car race with all women drivers, that begins to unravel all the clues.
